Did Mayor Julio Robaina Crush Dissent in Hialeah?

Hialeah ordinances got unanimously approved or rejected by the council members while Julio Robaina was Hialeah mayor. Robaina’s record indicates that he learned very well from his mentor, leftist Raul Martinez, to govern the City of Hialeah with an iron grip. Martinez used his power to pulverize with impunity those who challenged him.

Under the Robaina administration, council members voted, for the most part, unanimously 7-0 to approve or reject proposed resolutions. When one council member was absent, the score was 6-0.

This group-submission happened not only with routine resolutions, but also with crucial ones. E.g., items 5 and 6 on the 2008 agenda (listed below) amended Hialeah’s charter to legalize slot machines (maquinitas). This 2008 ordinance was aggressively championed by Robaina and led to the proliferation of gambling machines in Hialeah.
