A huge collection of data including images linked to China’s mistreatment of Uighurs and other ethnic minorities has been handed to the BBC.
The information was hacked from Chinese police computers. It includes evidence of a shoot-to-kill policy for anyone trying to escape from so-called “re-education” camps in the western region of Xinjiang.
Over the past few years more than a million Uighurs are believed to have been detained in the camps and made to undertake forced labour.
China denies claims of torture and carrying out forced sterilisations and abortions. It says claims that Uighurs are being mistreated and made to undertake forced labour are “entirely fabricated”.

Thousands of photographs from the heart of China’s highly secretive system of mass incarceration in Xinjiang, as well as a shoot-to-kill policy for those who try to escape, are among a huge cache of data hacked from police computer servers in the region.
The Xinjiang Police Files, as they’re being called, were passed to the BBC earlier this year. After a months-long effort to investigate and authenticate them, they can be shown to offer significant new insights into the internment of the region’s Uyghurs and other Turkic minorities.

The cache reveals, in unprecedented detail, China’s use of “re-education” camps and formal prisons as two separate but related systems of mass detention for Uyghurs – and seriously calls into question its well-honed public narrative about both.

The documents provide some of the strongest evidence to date for a policy targeting almost any expression of Uyghur identity, culture or Islamic faith – and of a chain of command running all the way up to the Chinese leader, Xi Jinping.

China has been accused of committing crimes against humanity and possibly genocide against the Uyghur population and other mostly-Muslim ethnic groups in the north-western region of Xinjiang.
Human rights groups believe China has detained more than one million Uyghurs against their will over the past few years in a large network of what the state calls “re-education camps”, and sentenced hundreds of thousands to prison terms.
A series of police files obtained by the BBC in 2022 has revealed details of China’s use of these camps and described the routine use of armed officers and the existence of a shoot-to-kill policy for those trying to escape.

Who are the Uyghurs?
There are about 12 million Uyghurs, mostly Muslim, living in Xinjiang, which is officially known as the Xinjiang Uyghur Autonomous Region (XUAR).
The Uyghurs speak their own language, which is similar to Turkish, and see themselves as culturally and ethnically close to Central Asian nations. They make up less than half of the Xinjiang population.
Recent decades have seen a mass migration of Han Chinese (China’s ethnic majority) into Xinjiang, allegedly orchestrated by the state to dilute the minority population there.
China is forcing women to be sterilised or fitted with contraceptive devices in Xinjiang in an apparent attempt to limit the population of Muslim Uighurs, according to new research.
The report, by China scholar Adrian Zenz, has prompted international calls for the United Nations to investigate.

US Secretary of State Mike Pompeo called on China to “immediately end these horrific practices”.
In a statement, he urged “all nations to join the United States in demanding an end to these dehumanizing abuses”.
China has faced mounting global scrutiny over its treatment of Uighurs in recent years. An investigation by the BBC in 2019 suggested that children in Xinjiang were being systematically separated from their families in an effort to isolate them from their Muslim communities.
What’s in the report?
Mr Zenz’s report was based on a combination of official regional data, policy documents and interviews with ethnic minority women in Xinjiang.
It alleges that Uighur women and other ethnic minorities are being threatened with internment in the camps for refusing to abort pregnancies that exceed birth quotas.
The report also says that Uighur women with more than the legally permitted number of children – but also many women who had not exceeded birth quotas – were involuntarily fitted with intra-uterine devices (IUDs), while others were coerced into receiving sterilisation surgery.

In a statement on Monday, the Interparliamentary Alliance on China (IPAC), an international cross-party group of politicians…[said:] “A body of mounting evidence now exists, alleging mass incarceration, indoctrination, extrajudicial detention, invasive surveillance, forced labor, and the destruction of Uyghur cultural sites, including cemeteries, together with other forms of abuse[.]”
